Scanning gauges to measure the paper as it is made on a paper machine. From the picture, it is difficult to tell which machine this scanner is mounted on.
This is an AccuRay (Industrial Nucleonics) analog control system circa 1950’s or early 1960’s.
(Note the radiation warning label. The weight sensor used a low level nuclear source to measure the sheet weight by it’s absorption of radiation. The system then adjusted the stock valve to control the sheet weight to a target value.)
